A new "Empty-Schedule" gets created when a new meeting is created. This schedule only gets populated with breaks, reg, etc from the previous meeting, when secretariat staff accesses the "non-session" tab of the Rooms and Times view. If a new meeting is created and the "Empty-Schedule" is copied, to create an editable schedule, before the "non-session" tab is accessed, the new schedule will not have any breaks or registration slots, same goes for any subsequent copies of this schedule. It is not apparent from the UI that this is the case, only breaks and reg don't show on the agenda. The "Empty-Schedule" should get initialized upon creation.
