The schedule edit page's save as control needs much better validation

It will currently allow names which later will not match the urls.py searches.
In particular, it accepted http://datatracker.ietf.org/ and created a schedule with the name 'http://datatrac'.

The control should also make it obvious that the name has a length limit (which is currently 16.
