A internet-draft was recently uploaded with the same file name as a previous draft from 1999. The revision number on both the old draft and the new one is -00.
It looks like the author was able to submit this new version -00 via the I-D submission tool (see https://datatracker.ietf.org/submit/status/58255/), even though that filename had been used 15+ years ago. Is there a way to ensure that old expired or replaced drafts can't be overwritten with new version -00 of the same filenames?
