When a shepherd is set for a draft, send mail indicating that happened to the notify list for the draft, the new shepherd, and the chairs if the draft is a WG document.

This commit cleans up some code layout issues introduced from the previous version. I was using a pip tool called yapf which automatically corrects pep8 issues. Unfortunately this makes it extremely difficult to read changes and I promise to never ever ever ever do that agin.
