When a new Position is created, the form requires an incumbent.
There may not be one. When RAI was created, the first nomcom had to seat two ADs, with no incumbents.
Further, for positions like the IAB, where multiple people are standing, and multiple people will be selected, the nomcoms are currently using one Position object, and the notion of incumbent no longer makes sense.
This nomcom worked around that by using (System) as the incumbent.
The form (and code that uses the data) should allow incumbent to be None.
Do we need to adjust the model to reflect the use of one Position for what will become multiple appointees?
