• An entry in the mail archive exists for -01 which added Elgamal as an author in June 1995 (https://mailarchive.ietf.org/arch/msg/ietf/r8ICyVIdQpx7Dxxail6q4WQHoZY/), but -01 isn't on datatracker.

• The only version of the draft on datatracker is -00 with Hickman as the author.

• Current bibxml entry has Elgamal as an author for -00, which is incorrect.
