500 Internal Server Error when trying to update milestones

I am getting repeated internal server errors when trying to update the milestones for ECRIT. The error occurs when I hit the "Review changes" button on http://datatracker.ietf.org/wg/ecrit/milestones/.

I've tweaked the code to avoid getting a server failure when comparing milistones containing non-ascii
characters, but we probably should decide whether we should permit non-ascii characters at all, and if
not, we should either warn or convert to dash or underscore if such are submitted.

Fixed in a971124:

Permit unicode milestone text (using unicode() instead of str() in comparison when looking for milestone changes). Fixes issue #1065.
