Preview email hangs for RSAB member

Hi everyone. When I clicked on "preview email" during an RSAB ballot, I never quite got the preview.

A little debugging: that modal POSTs to /doc/build-position-email/ to generate the preview. The situation Eliot encountered arose because of a 403 response. Logs indicate that the request was recognized as having been authenticated. (For digging in the logs, the UTC timestamp of the request was 2026-04-02 06:53:38.536)

In addition to investigating the 403, we should handle non-2xx responses and convey an error to the user.
