I sent a manual 'please publish' request for draft-brandenburg-cdni-has-05
to the RFC Editor, and set its Stream State to "Sent to the RFC Editor."

Then I remembered I can do all that using Tracker's "Request Publication"
page. That crashed, giving a 500 server error. I guess it was trying to
set the Stream State to "Sent to the RFC Editor," but got confused when it
tried to set the Stream State to the value it was already in.
