Chairs should be able to use the tracker to add replaces relationships

At the moment working group chairs have to open a ticket with the secretariat to update the trackers notion of a wg draft replacing some other draft. They should be able to do this directly with the tracker.

(Other changes, such as suggesting replacement metadata at draft submission time may make this a feature that is needed less frequently, but it will always be needed).

Fixed in 177c9cc:

Allow wgchairs to edit replaces relationships.

This actually allows anyone with can_edit_stream_info permission
to edit the list. This does draft name completion, but does not
currently filter those names for likely replacements. Styling is
also basically non-existent.
