resolves dbt-labs/dbt-core#9221

Description

  1. Add CONTRIBUTING.md
  2. Add dependabot.yml.
  3. Modify readme to bring this OSS repo up to the minimal standards for OSS at dbt Labs.
  4. Replace CircleCI (was no longer functioning) with a simple GitHub action for testing
  5. Add templates for PRs.

Related Work

This repo has more significant changes that need to be made per dbt-labs/dbt-core#8409.

  • updates from the fork
  • support higher versions of Python
  • determine if we need to continue to use the fork here
