Container Registry is deprecated so let's move over to Artifact Registry. We're able to just redirect the
gcr.ioimages to use Artifact Registry but they would still be hosted a "us multi-region" location while Artifact Registry allows for hosting in Canada. The images have already been copied to an Artifact Registry repo which has been set to public read access.
