Crowdin support for translations

This PR adds support for the crowdin to handle the translations and locale.

I will make an page on the docs after this is merged with all the instructions needed update translations etc

• Laravel strings for all the text in the UI

✏️ Changed

• Bug and feature templates to reflect that translation related requested and issue should be in Crowdin
• README to reflect the use of Crowdin

We chose to start with a clean slate. I believe some of the previously translated files were not even being used in the admin panel. We also didn’t want to end up with a large number of machine-generated Crowdin translations without proper review. If additional languages are still desired, they can be requested again through Crowdin.
