This PR refactors existing application commands.

➕ Added

• clear cached files when running app:install

✏️ Changed

• renamed and moved fix-result-statuses to result-fix-statuses
• renamed change-user-role to user-change-role
• renamed reset-user-password to user-reset-password
• use new fail() method when failing or stopping a command

🗑️ Removed

• checking for an app key when running app:install
• site name and public dashboard option from update-general-settings
• system maintenance from the scheduled tasks
