Build a public dashboard panel in Filament

Some users want the dashboard assessable outside of authentication.

Filament v3 now allows this, once v3 is implement I can add the dashboard to a public route. Depends on #736

Edit: nope, misunderstood the auth() method. Got to rethink this.
