[Bug] Speedtest CLI is out of date in the production image

Description

When Ookla's Speedtest CLI is installed into the development image and the production image these are done in different ways which has caused the version to be out of date.

• Dev: v2.1.3
• Prod: v1.2.0

The production image will need to be updated and RunSpeedtestJob modified to use the correct command syntax.

Also, dev image pulls https://github.com/sivel/speedtest-cli which seems old?!?

Expected Behavior

Speedtest go brrr...

Steps to Reproduce

1. Build the dev image
2. Run a speedtest
3. See it do nothing
