Dark Mode Button for Public Dashboard #1336

I think there should be a simple dark mode/light mode button on the public dashboard right next to the admin panel button. I don't think it would be necessary to store the setting in cookies necessarily (could be nice though) but just simply adding a dark/light toggle to look at the webpage for public users would be awesome.
