Time zone problem

Describe the bug
The time in the dashboard is not the same as the results. When I open the dashborad. When I go to results and than back to dashboard, than the time is correct. Looks like on the opening the dashboard for the first time, the configured time zone is ignored.

Environment (please complete the following information):

• OS: Ubuntu
• Architecture: amd64
• Version v0.14.2

It's likely the cache, I'll put together an update to clear the cache when a setting is updated.

I updated to 14.4.4 but I see wrong time. This is when I start with the Dashboard.

Also make sure to check the DB time zone option if your database has a time zone set.
