Linting configuration is out of date with the module template

Acceptance Criteria

• All lint and lint:* package scripts present in the module template are present in this repo (particularly lint:changelog, which is currently missing)
• The version of ESLint in this repo matches that in the module template
• All of the same ESLint plugins as the module template are present, and their versions match
• The ESLint configuration file is migrated to flat config as per the module template
