This title should be editable or configurable by site admins.
Because only a single modal is enqueued even if there are multiple buttons (#84) or widgets on the page, it doesn't make sense this to be configured on a per-button or per-widget basis. This setting should be set site-wide, preferably in the site-wide Republication Tracker Tool settings in Dashboard > Settings > Reading > Republication Tracker Tool.
We may want to include an optional filter here to allow changing the title in response to post-specific details such as post type, in which case filters would have two arguments: the title, and the $post.
