Move out parts of client.py to new modules:

* actions.py - the xxxAction and xxxPermission functions refactored
  into Action classes

* exceptions.py - all exceptions

* form_parser.py - parsePropsFromForm & extractFormList in a FormParser class

Also added some new tests for the Actions.
