And note that in 7.37.0, using that logic to populate refs:

Will dig into the parsing code to see where it got confused.

(I really look forward to the day this is taken from XML instead of parsing the TXT format)

Oh, this is still based on the text! I had thought we had switched to using the XML. Now I fully understand why bug exist here.

This threw the parser into in_ref_section, assuming informative

    line: '4.1.  URI References'

And anything that looked like [RFCnnnn] in any line until the parser found

    line: '19.1.  Normative References'

got captured as an informative reference, and later occurrences are ignored.

Rebuilt the reference relationships for this draft using the updated utility by using the shell on production:
