send email to review team secretaries whenever reviews are manually requested

It would help if the secretary got an email when an AD or chair asked for a review explicitly (rather than having reviews auto-suggested). That way they know to go look at their queue earlier than they would normally.

Fixed in 10f4892:

Send mail to team secretaries when a review is explicitly requested. Change the From and Subject for assignment emails to reviewers to make it clearer what the review is for and who assigned it. Fixes #2053 and #2114. Commit ready for merge.
