Tracker state change messages look like:
IESG state changed to Last Call Requested from AD Evaluation::Point Raised - writeup needed
Someone getting this might think that they need to do a writeup, or that the AD did. It turns out neither is true.
Can the outgoing messages have quotation marks around the changing states, so that that the above would read:
IESG state changed to "Last Call Requested" from "AD Evaluation::Point Raised - writeup needed"
I suspect there are other state changes where the additional clarity would be useful.
